CIRCULAR
on
the Tuition
Class and Scholarships for
Public
Superior Education Establishments
The Royal Government observed that selection
of scholarship students and tuition for admission into the public superior
education establishments was not properly conducted, including the fact that
there is no balance between the number of scholarship students and number of
tuition students and the tuition is high and policies for poor students has not
been properly implemented. This caused subsequent reactions from students,
their parents and guardians.
In
order to eliminate such errors and promote quality of training, the Royal
Government hereby instructs the Ministry of Education, Youth and Sports with
the following provisions:
1) Beginning from academic year of 2000-2001 all public superior
education establishments shall provide scholarships to students who are
qualified to continue their study at superior education at least two-thirds (2/3)
of total students annually selected and authorized to select tuition only
one-third (1/3) of total students.
2) In order to promote quality of training, the Ministry of
Education, Youth and Sports shall organize examination or tests in selection of
scholarship and tuition students who shall be admitted to all public superior
education establishments.
3) The Ministry of Education, Youth and Sports shall organize
specific policies for poor students who qualify to continue studies at public
superior education establishments.
4) The Ministry of Education, Youth and Sports shall design
measures to review tuition that is required by each public superior education
establishments.
5) The Ministry of Education, Youth and Sports shall cooperate
with the Ministry of Economy and Finance to organize a specific and transparent
financial control system.
Upon
receipt of this Circular, the Minister of Education, Youth and Sports, the
Minister of Economy and Finance all public superior education establishments shall
use their efforts to effectively implement this Circular.
