the
Creation of Faculty of Management and Law

Government of Cambodia;

Having seen Reach Kram
No. 02/NS/94 of July 20, 1994, promulgating the Law on the Organization and
Functioning of the Council of Ministers;

Having seen Reach Kram
No. NS/RKM/0196/01 of January 24, 1996 on the Creation of the Ministry of
Education, Youth and Sports;

Having seen Anukret No.
01/ANK of January 20, 1992 on the Creation and Management of Institutions for
Secondary Education and Specialized Study;

Pursuant to the proposal
of the Ministry of Education, Youth and Sports;
Article
1:
To authorize a creation of a private Faculty referred to
as the Faculty of Management and Law (“FML”). This Faculty shall be located at
building #49C, Street 205, Sangkt Tuol Svayprey 2, Khan Chamcarmon, Phnom Penh.
Article
2:
The Faculty of Management and Law shall conduct a 4-year
Bachelor degree training program.
Article
3:
The Faculty of Management and Law shall have two
faculties:
- Faculty of
Management; and
- Faculty of
Laws.
In the future, the Faculty may conduct a series of
short-term skill training programs, including management and law by preparation
of documents and submitting same to the Ministry of Education, Youth and Sports
for approval.
Article
4:
Criteria for admission of
students:
- Candidates of both sexes who are students, citizens, or civil servants;
- Candidates who hold Baccalaureate or equivalent degrees of higher education;
- Candidate
shall pass the tests.
Article
5:
- Comply with and implement circular and instructions of the Royal Government;
- Maintain safety and social order; and
- Make semi-annual activity report and submit same to the Ministry of Education, Youth and Sports.
Article
6:
There shall be a Board of Directors who have a supervisory role over the Faculty.
Article
7:
There shall be a Science Council with at least three (3)
members who hold degrees which are not inferior to Masters degrees in a field
relevant to the Institute’s disciplines to review and approve the curricula at
the beginning of each year of study.
Article
8:
The Ministry of Education, Youth and Sports has the
rights to inspect and control the training activities and is entitled to close
the Faculty if it fails to comply with the law.
Article
9:
A student who has studied subjects in the Faculty’s
curriculum and passed the final examination shall receive a bachelor degree from
the Faculty of Management and Law and shall be recognized by the Ministry of
Education, Youth and Sports by complying with the minimum standard of quality
recognition for higher education.
Article
10:
The Minister in charge of the Council of Ministers, the
Minister of Education, Youth and Sports, the General Department, all relevant
entities and the Faculty of Management and Law shall effectively implement this
Anukret.
Article
11:
This Anukret shall enter into force from the date of
signature herein.
