ANUKRET

on

the Creation of the Institute of Management and Economy

 

The Royal Government

 

-        Having seen the Constitution of the ;

-        Having seen Reach Kret No. NS/RKT/1198/72, dated November 30, 1998 regarding the Establishment of the Royal Government of Cambodia;

-        Having seen Reach Kram No. 02/NS/94, dated July 20, 1994, promulgating the Law on the organization and functioning of the Council of Ministers;

-        Having seen Reach Kram No. NS/RKM/0196/01 of January 24, 1996 on the Creation of the Ministry of Education, Youth and Sports;

-        Having seen Anukret No. 01/ANK of January 20, 1992 on the Creation and Management of Institutions for Secondary Education and Specialized Study;

-        Pursuant to the proposal of the Ministry of Education, Youth and Sports;

 

HEREBY DECIDES

 

Article 1:

To authorize the creation of a private institute referred to as the Institute of Management and Economy (“IME”). This Institute shall be located at building #55, Phum Damnak Luong, Khum Wat Kor, Srok Svaypore, Battambang province.

 

Article 2:

The Institute of Management and Economy shall conduct a 4-year Bachelor degree training.

 

Article 3:

The Institute of Management and Economy shall have two faculties:

 

-        Faculty of Management; and

-        Faculty of Economy.

 

The faculty shall conduct a series of short-term skill training programs, including accounting, computer literacy, and English language. In the future, the Institute may open other faculties or skill training programs by preparation of documents and submitting same to the Ministry of Education, Youth and Sports for approval.

 

Article 4:

Criteria for admission of students:

 

-        Candidates of both sexes who are students, citizens, or civil servants;

-        Candidates who hold Baccalaureate or equivalent degrees of secondary education;

-        Candidates shall pass the tests.

 

Article 5:

The roles of the IME’s director are to:
 
-        Select students and recruit professors;
-        Properly manage the teaching, documents/materials, examinations, and graduation;

-        Comply with and implement circulars and instructions of the Royal Government;

-        Maintain safety and social order; and

-        Make semi-annual activity reports and submit same to the Ministry of Education, Youth and Sports.

 

Article 6:

There shall be a Board of Directors who have a supervisory role over the Institute.

 

Article 7:

There shall be a Science Council with at least three (3) members who hold degrees which are not inferior to Masters degrees in a field relevant to the Institute’s disciplines to review and approve the curricula at the beginning of each year of study.

 

Article 8:

The Ministry of Education, Youth and Sports has the right to inspect and control the training activities and is entitled to close the Institute if it fails to comply with the law.

 

Article 9:

A student who has studied subjects in the Institute’s curriculum and passed the final examination shall receive a bachelor degree from the Institute of Management and Economy and shall be recognized by the Ministry of Education, Youth and Sports by complying with the minimum standard of quality recognition for higher education.

 

Article 10:

The Minister in charge of the Council of Ministers, the Minister of Education, Youth and Sports, the General Department, all relevant entities and the Institute of Management and Economy shall effectively implement this Anukret.

 

Article 11:

This Anukret shall enter into force from the date of signature herein.
