ON THE ISSUANCE OF TRAVEL DOCUMENT AND LAISSEZ-PASSER

The Co-Ministers of Interior

Having seen the Constitution of the Kingdom of Cambodia;

Having seen the Kret of His Majesty Samdech Preah Norodom Sihanouk Varman, King of the Kingdom of Cambodia dated November 1, 1993 on the Appointment of the Royal Government of Cambodia;

Having seen the Law on the Organization and Functioning of the Council of Ministers, promulgated by Kram dated July 20, 1994;

Having seen the Anukret 16 A.N.Kr. dated December 20, 1993 on the Organization and Functioning of the Ministry of Interior;

Having seen the Law on Immigration promulgated by Preah Reach Kram dated September 22, 1994

Having seen the Anukret dated October 25, 1994 on the Issuance of Passports of the Kingdom of Cambodia; and

Pursuant to the needs of the ministry;

It is hereby decided:

Article 1:

There are two kinds of travel document of the Kingdom of Cambodia:

a. Travel Document: Approved for immigrant investors, their spouses, and their dependents that are duly authorized by the Council for the Development of Cambodia.

b. Laissez-passer: Approved for immigrant investors, their spouses, and their dependents that are recognized by the Minister of Interior as immigrants.

These two documents shall not be approved for children under 12 years old.

Children shall be registered under the work permit of their parents or guardians.

Article 2:

Procedures for applying for these two travel documents shall be as follows:

a. Travel document:

Immigrant investors, their spouses, and their dependents who intent to apply for the Travel document shall fill the following forms:

apply for traveling document
Photocopied document of residency permit.
4 photographs (4x6)
Authorization from parents or guardians, if a minor
Investment authorization
Payment of fees.

b. Laissez-passer:

application
Certification of residency
Photocopied document of residency permit.
4 photographs (4x6)
Authorization from parents or guardians, if a minor
Recognition by the Ministry of Interior as immigrants
Travel authorization issued by the Ministry of Interior with receipt of fee paid
Payment of fees

Article 3:

Utility of the travel document and the laissez-passer:

The travel document and the laissez-passer can be used only for travel purpose.
They shall be valid only to the extent of the visa provided by the institution in charge of immigration in Cambodia.

Article 4:

Validity of the travel document and the laissez-passer:

a. Travel document: its initial validity shall be two years and may be renewed once only for one year

b. Laissez-passer: its initial validity shall be for traveling one time or can be extended provided reasonable reasons are provided, but in no event can exceed the stipulations as provided by Article of the Law on Immigration. It can be renewed but once.

Article 5:

Confiscation of the travel document and the laissez-passer:

The Ministry of Interior shall have the rights to confiscate or reject the travel document and the laissez-passer provided:

the holder is serving prison terms or an arrest warrant has been issued him, or
misuse

Article 6:

The Director of Cabinet, the General Director of National Police, the General Director of Administration and other concerned units of the Ministry of Interior shall implement this declaration from the date of its signature.
