The Royal Government of Cambodia,

• Having seen the Constitution of the Kingdom of Cambodia;
• Having seen the Kret of His Majesty the Kingdom of Cambodia, Samdech Preach NORODOM SIHANOUK VARMAN, dated November 1, 1993 on the Formation of the Royal Government; and
• Pursuant to the main needs;

 It is hereby decided:

Article 1:

To create the Council of Jurists whose composition shall be as follows:

1. H.E. Sok An Co-Minister in charge of the Cabinet of the Council of Ministers / Co-chairman
2. H.E. Veng Sereyvuth Co-Minister in charge of the Cabinet of the Council of Ministers / Co-chairman
3. H.E. Say Bory Secretary of State in charge the Relations with the National Assembly / Vice-chairman
4. H.E. Heng Vong Bunchhat Advisor to the Second Prime Minister / Vice-chairman
5. H.E. Uk Vithun Advisor to the First Prime Minister / Member
6. H.E. Kong Phirun Advisor to the Second Prime Minister / Member
7. Mr. Kao BunHong Advisor to the Council of Ministers / Member
8. Mr. Chan Tany Advisor to the Council of Ministers / Member
9. Mr. Hem Kragn Tony Advisor to the Council of Ministers / Member

Article 2:

The functions of the Council of Jurists shall be as follows:

• to study, research and establish in cooperation with relevant ministries and institutions rules and regulations essential to the functioning of the government.
• to study and survey any existing rules and regulations found unsuitable to the real situation and suggest necessary amendments to such rules and regulations to the Royal Government.
• to study drafts of law, rules and regulations, treaties and international agreements that are submitted to the Council of Ministers and provide legal opinions on those matters.
• to prepare and forward, in accordance with the legislative procedure, drafts of law and rules and regulations to the competent institutions for their approval.

Article 3:

The Council of Jurists shall be assisted by a group of expert whose composition shall be as follows:

4. Mr. Dy Sopin Member
5. Mr. Kao KimSa Member
6. Mr. Uk Sary Member
7. Mr. Kong Heng Member

Article 4:

All members of the expert group shall participate in meetings at the request of the Co-chairmen.

Article 5:

The Co-ministers in charge of the Cabinet of the Council of Ministers, Ministers, Secretaries of State of all relevant ministries and institutions, and the officials hereinabove named in Articles 1 and 3 shall implement this Anukret from the date of its signature.
