The Royal Government of Cambodia, 

• Having seen the Constitution of the Kingdom of Cambodia;
• Having seen the Kret of His majesty the King of Cambodia Samdech Preach Norodom Sihanouk Varman dated November 1, 1993 on the Appointment of the Royal Government; and
• Having seen the Law on the Organization and Functioning of the Council of Ministers promulgated by the Kram No. 02/94 dated July 20, 1994;
• Having seen the appointment of the lawyers of the Royal Government;

 Decides:

Article 1:

To create the Government legal Secretariat with its office at the Cabinet of the Council of Ministers.

Article 2:

The Government legal Secretariat shall have the following roles and responsibilities:

• To manage and supervise lawsuits.
• To investigate and study key issues and legal documents of all government cases and to defend the government before the court.
• To provide assistance to the government’s lawyers involved in lawsuits.
• To investigate all legal disputes assigned by the government.
• To be responsible for other tasks assigned by the lawyers of the government.

Article 3:

The Legal Secretariat shall be directed by a Chief of the Secretariat who shall be assisted by a Deputy-Chief and a number of experts.

Article 4:

The legal status of the civil servants working in Legal the Secretariat shall be decided by the lawyers of the government. The decision shall be submitted to the Co-Ministers in charge of the Council of Ministers.

Article 5:

The budget of the Legal Secretariat shall be in the budget of the Cabinet of the Council of Ministers.

Article 6:

All of the Departments Chief at the Cabinet of the Council of Ministers and the government lawyers shall implement this Declaration within their respective capacity.
