-              Having seen Royal Kram No. NS/RKM/0399/01 dated June 08, 1999, promulgating the Constitutional law regarding the amendments to Articles 11, 12, 13, 18, 22, 24, 26, 28, 30, 34, 51, 90, 91, 93 and Articles in Chapter 8 through Chapter 14 of the Constitution of the ;

-              Having seen Royal Kret No. NS/RKT/1198/72 dated November 30, 1998 regarding the appointment of the Royal Government of Cambodia;

-              Having seen Royal Kram No. 02/NS/94 dated January 20, 1994, promulgating the Law on the Establishment and Organization of the Council of Ministers;

-              Having seen Royal Kram No. NS/RKM/1096/10 dated January 24, 1996, promulgating the Law on the Establishment of the Ministry of Foreign Affairs and International Cooperation;

-              Pursuant to the proposal of Samdech Prime Minister and Senior Minister and Minister of Foreign Affairs and International Cooperation;

 

HEREBY PROMULGATES

 

 The Law on the Adoption of the Agreements, Protocols and Memorandum of the Association of Southeast Asian Nations (ASEAN) which were adopted by the National Assembly on the 2nd of June 2000 at its 4th plenary session of the 2nd legislature and entirely adopted by the Senate on its form and legal concepts on the 26th of June 2000 at its 3rd plenary session of the 1st legislature with the following provisions:

of the Association of Southeast Asian Nations (ASEAN)

 

Article 1:

The adoption of the Agreements, Protocols and Memorandum as listed below:

 

1)           Agreement for the Promotion of Cooperation of Mass Media and Cultural Activities, Cameron Highlands, December 17, 1969;

2)           Multilateral Agreement on Commercial Rights and Non-Scheduled Services Among the Association of Southeast Asian Nations, Manila, March 13, 1971;

3)           Agreement for the Facilitation of Search for Aircraft in Distress and Rescue of Survivors of Aircraft Accidents, Singapore, April 14, 1972;

4)           Agreement for the Facilitation of Search for Ships in Distress and Rescue of Survivors of Ship Accidents, Kuala Lumpur, May 15, 1975;

5)           Agreement on the Establishment of the ASEAN Secretariat, Bali, February 14, 1976 which includes relevant protocols and Agreements as follows:

 

·        Protocol on the Amendment to the Agreement on the Establishment of ASEAN Secretariat, Bangkok, January 27, 1983;

·        Protocol on the Amendment to the Agreement on the Establishment of ASEAN Secretariat, Kuala Lumpur, July 9, 1985;

·        Protocol on the Amendment to the Agreement on the Establishment of ASEAN Secretariat, Banda Seribegawan, July 4, 1989;

·        Protocol on the Amendment to the Agreement on the Establishment of ASEAN Secretariat, Manila, July 22, 1992;

 

6)           Agreement on the ASEAN Food Security Reserve, New York, October 4, 1979;

7)           Agreement on the Recognition of Domestic Driving Licenses Issued by ASEAN, Kuala Lumpur, July 9, 1985;

8)           Agreement on the Conservation of Nature and Natural Resources, Kuala Lumpur, July 9, 1986;

9)           Agreement on ASEAN Energy Cooperation, Manila, June 24, 1986;

10)        ASEAN Petroleum Security Agreement, Manila, June 24, 1986;

11)        Agreement on the Preferential Short-Listing of ASEAN Contractors, Jakarta, October 20, 1986;

12)        Agreement on the Promotion and Protection of Investments, Manila, December 15, 1987 and Amendment thereto in the Protocol signed in Jakarta on 12 September 1996;

13)        Framework Agreement on Enhancing ASEAN Economic Cooperation, Singapore, January 28, 1992;

14)        Agreement on the Common Effective Preferential Tariff Scheme (CEPT) for ASEAN Free Trade Area, Singapore, January 28, 1992;

15)        Agreement on the Establishment of a Fund for ASEAN, Bangkok, July 23, 1994;

16)        ASEAN Framework Agreement on Services, Bangkok, December 15, 1995;

17)        ASEAN Framework Agreement on Intellectual Property Cooperation, Bangkok, December 15, 1995;

18)        Basic Agreement on the ASEAN Industrial Cooperation Scheme, Singapore, April 27, 1996;

19)        Protocol on Dispute Settlement Mechanisms, Manila, November 20, 1996;

20)        ASEAN Agreement on Customs, Phuket, march 1, 1997;

21)        Agreement on the Establishment of the ASEAN Center for Energy, Manila, May 22, 1998;

22)        Agreement on the Recognition of Commercial Vehicle Inspection Certificates for Goods and Public Services Vehicles, Singapore, September 10, 1998;

23)        Framework Agreement on the ASEAN Investment Area, Makati, October 7, 1998;

24)        Protocol on Notification Procedures, Makati, October 7, 1998;

25)        ASEAN Framework Agreement on Mutual Recognition Arrangements, Hanoi, December 16, 1998;

26)        ASEAN Framework Agreement on the Facilitation of Goods in Transit, Hanoi, December 16, 1998; and

27)        Memorandum on the Establishment of ASEAN Institutions, Kuala Lumpur, December 15, 1997 and the entire text attached herewith.

 

Article 2:

The Royal Government of the  shall continue to exercise all procedures for enforcement of these Agreements, Protocols, and Memorandum.
